Since 1991, our Local Autonomy Research Institute has held seminars (training sessions) and workshops, published professional books on local councils, and supported research by member research groups to provide useful information to local council members and office staff.
We will continue to develop high-quality programs and provide necessary information to local council members and staff through in-depth education and training.

Beginning my political career at Dobong-gu Council in Seoul and continuing through the Seoul Metropolitan Council, I personally experienced the full cycle from budget drafting to settlement approval. Time and again, I witnessed and corrected practices such as how heads of local governments "magically" inflate surplus carryover to fund favoritism-driven budgets, the paths through which subsidy fraud occurs, and how the contingency reserve—meant for emergencies—is treated as a "petty cash" fund.
Through teaching local legislation and budget/settlement practice as an adjunct professor at the graduate schools of Hanyang University and Hankuk University of Foreign Studies, and advising more than 20 local councils nationwide as a legislative advisor, what I have keenly felt is a hunger for "expertise."
Our KITI Good Policy Research Institute will be a sure guide that keeps the passion of first-term members from being blocked by the seasoned administrative skills of the executive branch, and the experience of multi-term members from settling into complacency.
